Marine Rescue, Rehabilitation and Conservation Center
TAF and Wipe Out have structured catalytic funding to turn years of local sea-turtle protection into permanent capacity for rescue, rehabilitation, conservation and coastal education.

Who leads, and why it matters
Wipe Out monitors nests and hatching, maintains a hatchery and engages local youth through education, music and art. Injured wildlife must currently be transferred because of limited local capacity. Wipe Out has identified management, care and continuity gaps that this initiative seeks to address.

What the funding will support
Initial catalytic funding request

First tranche of a 12-month phase.
Estimated phase budget: USD 125,000.
- Immediate response and authorised rescue and stabilisation equipment.
- Veterinary design, protocols, biosecurity and permit planning.
- Site, flood-risk, water, drainage and energy assessments.
- Modular architectural concept and verifiable budget.
- Continued turtle monitoring and local coordination.

Five-year vision
An authorised, sustainable centre connecting rescue and rehabilitation, data-based conservation, community training and university partnerships.
Indicative programme framework: USD 850,000, subject to technical design and quotations.

05 · Deployment & accountability
Deployment & accountability
Milestone-based deployment. Construction follows confirmation of land use, veterinary leadership, permits, technical design, operating costs and institutional capacity.

What TAF coordinates
TAF supports structuring, proportionate assessment, funding coordination, implementation accompaniment, evidence and reporting. TAF's Coordination & Accountability Fee is separate from Project Capital.
